Training of Trainers (ToT): Building Sustainable Water Agreements

The Water Diplomacy Center (WDC) at Jordan University of Science and Technology (JUST), in collaboration with the Stockholm International Water Institute (SIWI) and supported by the Government of Switzerland, successfully completed its second Training of Trainers (ToT) workshop, “Building Sustainable Water Agreements," held from November 25–27, 2025.

Led by Dr. Virginia Tice and Dr. Martina Klimes, the workshop equipped participants with advanced knowledge and practical tools to support the development, implementation, and adaptation of water agreements in complex transboundary settings. Building on the negotiation-focused first ToT, this training emphasized how to transform negotiation outcomes into durable, functional agreements capable of withstanding political, hydrological, and climatic uncertainties.

Participants examined different types of water agreements, essential elements of effective cooperation frameworks, and the legal and institutional mechanisms that enable long-term implementation. They also practiced translating agreement commitments into measurable indicators through an “implementation dashboard" exercise, enhancing their understanding of monitoring, accountability, and adaptive management.

Additional sessions explored negotiation dynamics, stakeholder roles, third-party engagement, and approaches for revising agreements in response to changing conditions, including climate impacts. A field visit to the Al Wehda Dam provided participants with practical insight into cooperative water management in a shared basin.

The workshop concluded with reflections and a certification ceremony, marking an important step in building regional expertise in water diplomacy and reinforcing WDC's role as a regional hub for shared water governance.​​
