The paper introduces the Water Diplomacy Index (WDI), an innovative, structured assessment tool designed to evaluate water diplomacy practices in the management of shared water resources. The index incorporates five key dimensions of water diplomacy: technical, cooperative, integrative, preventive, and political aspects, providing a framework for identifying strengths, weaknesses, and opportunities for improving transboundary water cooperation.
