Abstract
This report presents the results of an analysis of the complex interactions among political, economic, and social factors that affect the management of transboundary water management in Jordan and Iraq. For this study, a desk review of existing literature, reports, policies, regulations, agreements, and/ or treaties has been conducted. In addition, a list of best practices for transboundary water management has been compiled by reviewing international reports dealing with transboundary water management. Interviews with key informants were conducted to gather information regarding transboundary water management. Comparison between the existing situation and best practices has been conducted to identify areas for improvement.
Abstract
This baseline study on the status of Water-Energy-Food-Ecosystem (WEFE) Nexus in Iran, Iraq, Syria, and Türkiye consisted of a national assessment of each one of the WEFE sectors utilizing a literature review and stakeholder consultations, including the current situation of the sectors highlighting the risks, the national policies and legal frameworks, and the socio-economic situation. This was followed by an overview of examples of successful projects in the study countries and the region and instances of unsustainable practices in the study countries. The study also assesses the current policies and governance structure to identify the gaps and show potential for cooperation. The study finally suggests small and medium-scale WEFE projects that can be implemented across the study countries.
Abstract
This study presents a strategic framework to guide research and project implementation on local and transboundary water resources in Jordan, Lebanon, and Iraq. The initiative was driven by growing water scarcity, increasing pressures on shared water resources, and the overarching impacts of climate change, all of which deeply affect these countries' water security and sustainability. The main output of this study is a Priorities Matrix, which identifies and ranks key areas of focus to address the most pressing water-related challenges in the region. The matrix is grounded in a detailed literature review, stakeholder engagement, and analysis of national policies and strategies.

It examines a diverse set of transboundary water cooperation initiatives, focusing on institutional frameworks, negotiation strategies, stakeholder engagement, and the use of scientific and technical tools. By analyzing both governmental and multi-stakeholder processes, the study distills methodological insights that can inform future water diplomacy efforts, particularly in conflict-prone or water-scarce regions.
